Strategy
Pembrokeshire Coastal Forum is currently in the process of developing a localised strategy and action plan for Pembrokeshire. This will help define the priorities for the long-term sustainable management of the county's coastal zone. The coastal zone is defined as the strip of land and sea of varying width depending on the nature of the environment and management needs. Once the strategy is produced it will inform the future work of both Pembrokeshire Coastal Forum and its partners.
The strategy will follow the principles of Integrated Coastal Zone Management (ICZM). ICZM takes into account the impact of economic, social, and environmental factors, and facilitates the integration of a wide range of interests and responsibilities.
The principles of ICZM emerged following a EU programme looking into the causes behind the biological and human problems currently facing coastal areas.
The EU produced a recommendation for the development of ICZM to tackle these issues and establish a consistent, Europe-wide approach to the long-term management of the coast. The recommendation was adopted on May 30th 2002, and asked all member states to produce their own strategies for ICZM.
One of the first steps to implement a European strategy on this scale is for each member state to undertake a ‘stocktake'. This, at its most basic level, is a way of identifying the existing state of each coastal zone.
Here in the UK, the ‘stocktake' is being conducted by the independent consultants Atkins, who are due to publish their findings in March 2004. Atkins are collating information from a wide range of sources, including the Wales Coastal and Maritime Partnership, which advises the Welsh Assembly Government on key policy issues. Preparation of the ICZM strategies for the UK should take a further 18 – 24 months to complete, and are likely to offer an overarching vision for the UK's coast.
Pembrokeshire Coastal Forum's localised ICZM strategy, which will be published at the end of 2004, will take into account the views of all those concerned - from statutory organisations to individuals, industrial developers and businesses to visitors. Pembrokeshire Coastal Forum's approach to the coast is based on a holistic and long-term perspective, and involves ALL relevant administrative bodies.
