Forum Structure
Pembrokeshire Coastal Forum, chaired by Nick Ainger MP, is made up of individuals
as well as private, public and voluntary organisations. On a day-to-day basis
Pembrokeshire Coastal Forum is run by Forum Officer Tonia Forsyth and Assistant
Forum Officer Katherine Lucas. Pembrokeshire Coastal Forum's Management Group,
chaired by Edward Holdaway, meets quarterly. Members are: Carolyn Heeps: The
Crown Estate. Ted Sangster: Milford Haven Port Authority. Alison Smith: Welsh
Development Agency. Stephen Hurr: Pembrokeshire County Council. Steve Morris:
Pembrokeshire College. Paul Varallo: Environment Agency Wales. Nic Wheeler:
Pembrokeshire Coast National Park. David Worrall: Countryside Council For Wales.
Pembrokeshire Coastal Forum is also guided by a Steering Committee. This consists
of members of the management group (see above), with the addition of the chairs
from each of the eleven Topic Groups. They are Steven Alderman, NFU: Agriculture
and Rural Land Use. Ged Davies, Environment Agency Wales: Marine Pollution and
Water Quality. Andrew Brown, Milford Docks Company: Marine Industry, Business
and Commerce. Robin Crump, Environmental Consultant: Nature Conservation and
Environment. David Fletcher, Pembrokeshire Coast National Park Authority: Energy.
Jonathan Hughes, National Trust: Landscape and Cultural Heritage. Mark Andrews,
Milford Haven Port Authority: Ports, Shipping and Transport. David Reed, Pembrokeshire
Business Initiative: Tourism, Recreation and Access. Stephen Thompson, Aquaculture
Consultant: Fisheries and Aquaculture. Emyr Williams, Pembrokeshire County Council:
Coastal Protection and Flood Defence. Sue Mackie, Planed: Communities and Education.
The Steering Committee meet at least one a year. They help develop the strategic
framework of Pembrokeshire Coastal Forum and respond to consultations on strategic
issues. They also agree the annual programme for Pembrokeshire Coastal Forum
and discuss the work of the Topic Groups, their structure, and areas of integration
and conflict.
Pembrokeshire Coastal Forum's Management Group meets quarterly. The current
members are:
CHAIRMAN: Edward Holdaway, Freelance Advisor.
Edward Holdaway is a freelance adviser in rural affairs, specialising in protected
landscapes. For many years he worked for the Countryside Commission, where he
had a close involvement with the planning and management of Heritage Coasts.
He is also a Wales Assembly Government appointee to the Pembrokeshire Coast
National Park Authority. He represents the Authority on the Pembrokeshire Energy
Agency and PLANED, of which he is Vice-Chairman.
Stephen Hurr, Pembrokeshire County Council.
Stephen Hurr is the Development Plans Officer for Pembrokeshire County Council.
He manages the Development Plans Unit (this produces the Joint Unitary Development
Plan), the Countryside Unit (PROW, Common Land, Biodiversity) and the Data Unit
(Planning data/GIS). He is also chair for Pembrokeshire Marine cSAC Relevant
Authorities Group.
Dr. Carolyn Heeps, The Crown Estate. Dr. Carolyn Heeps is Marine Environmental
Policy Manager for The Crown Estate. She has responsibility for general environmental
matters and also the Marine Stewardship Fund.
Nic Wheeler, Pembrokeshire Coast National Park Authority. Nic Wheeler is Chief
Executive of the Pembrokeshire Coast National Park Authority, formerly serving
as the Deputy and then National Park Officer. He is also Planning Adviser to
the WLGA, a member of the RTPI’s Natural Environment and Countryside Panel,
and Welsh Planning Policy Panel, as well as a member of the Welsh Assembly Government’s
Land Use Planning Forum and Wales Coastal and Maritime Initiative.
Ted Sangster, Milford Haven Port Authority. Ted Sangster joined Milford Haven
Port Authority as General Manager (now Chief Executive) in 1998. His career
has been spent in the transport industry including three years as Director General
of the British International Freight Association. His other titles also include
director of The Milford Docks Company, and Chairman of D.V Howells Ltd.
Dr. Steve Morris – Pembrokeshire College. Dr. Steve Morris is currently
Higher Education Tutor in the Faculty of Business, Science and Service Industries,
Course Co-ordinator of HND/BSc Coastal Zone and Marine Environment Studies and
Director of the Coastal Zone and Marine Environment Research Unit at Pembrokeshire
College.
He was the initial facilitator for the steering group which developed the Pembrokeshire
Coastal Forum Project and secretary to that group until full-time staff were
appointed.
Paul Varallo – Environment Agency Wales. Paul Varallo is the Environment
Manager (West) for Environment Agency Wales. He is responsible for all environmental
outcomes in Pembrokeshire and Ceredigion for which the Agency has responsibility.
These include regulation of discharges and emissions to air land and water,
regulation of abstractions and impoundments, the regulation and management of
salmonid and freshwater fisheries,and the promotion of conservation and recreation
associated with Agency activities.
Alison Smith – Welsh Development Agency (WDA). Alison Smith is the Environment
Manager for WDA's South West Division.
Alison is responsible for the Division's Environment Programme and team, developing
the Business and Environment, and Landscape Working For Wales
programmes. She also has responsibility for biodiversity matters and development
and implementation of the sustainable development policy together with the agency's
corporate team.
David Worrall – Countryside Council For Wales.
