Evidence for the third UK Climate Change Risk Assessment - Summary for Wales
The Evidence for the third UK Climate Change Risk Assessment – Summary for Wales identifies 61 climate-related risks and opportunities for Wales, highlighting the need for more immediate action on 32 of them.
The National Adaptation Programme
The National Adaptation Programme details the actions that the government and other organisations will take to adapt to the impacts of climate change between 2023 and 2028.
Environment (Wales) Act 2016
The Environment (Wales) Act sets out the approach for the sustainable management of natural resources in Wales, which will help to mitigate for and adapt to the impacts of climate change.

Well-being of Future Generations (Wales) Act 2015
The Well-being of Future Generations Act requires public bodies in Wales to think about how their decisions will affect future generations. It encourages them to work better with people, communities and each other, and to prevent persistent problems such as poverty, health inequalities and climate change.

National Infrastructure Commission for Wales
The National Infrastructure Commission for Wales (NICW) was established in 2018 as an independent, non-statutory, advisory body to Welsh Ministers.
Recommendations from this report include integrating nature-based approaches and community engagement in flood risk management. Involving communities tailors solutions to local needs, fostering ownership and preparedness. Restoring natural areas mitigates floods, supports biodiversity, and improves water quality.
Climate Action Wales
Climate Action Wales is led by the Welsh Government. They provide useful information, tips and resources on green choices and changes we can make in our everyday lives to reduce our impact on the environment. They also provide information on the latest climate news and government policies through their newsletter and website.
The Climate Action Wales Public Engagement Strategy provides a framework for the Welsh Government and other delivery organisations to work together support the people of Wales in the journey towards a more sustainable way of living.
Natural Resources Wales
Natural Resources Wales are a Welsh Government sponsored body whose role it is to manage Wales’ natural resources; air, land, water, wildlife, plants and soil sustainably to tackle climate, nature and pollution emergencies. They have a broad range of resources available in relation to climate adaptation projects.

The Natural Resources Wales Flood Risk Management Plan: South West Wales Place outlines flood risk across Wales, NRW’s management priorities, and proposed measures for the coming years.

Public Services Board
The Well-being of Future Generations Act establishes Public Services Boards (PSBs) for each local authority area in Wales to improve the social, economic, environmental and cultural well-being of Wales.

Climate Change Committee
As an independent statutory body established under the Climate Change Act 2008, their role is to advise the UK and devolved governments on emissions targets and report to Parliament on progress in reducing greenhouse gas emissions and adapting to climate change. They also manage the UK Climate Risk website.
UK Climate Risk is a website by the Climate Change Committee that provides outputs from the UK Climate Risk Independent Assessment (CCRA3), including technical reports, national summaries, sector briefings, and research to inform communities about climate risks.
Pembrokeshire Coast National Park Authority
The Pembrokeshire Coast National Park Authority can provide expertise in biodiversity and natural resource management for community climate adaptation projects and ensure alignment with local plans and climate policies.
The LDP includes the long term vision to 2035 for the Pembrokeshire Coast National Park and the objectives and land use policies needed to deliver that vision. The Plan also includes a Proposals Map illustrating each of the Plan’s policies and proposals with a spatial component.
The Pembrokeshire Coast National Park Authority’s (PCNPA) ‘Corporate and Resources Plan 2023/24 -26/27’ sets out the road map to achieving its priorities and Well-being Objectives, and includes a link to their Climate Adaptation Strategy.
Pembrokeshire County Council
Pembrokeshire County Council, as a Public Service Board (PSB) partner, is working to implement the Climate Adaptation Strategy for Pembrokeshire and can provide planning support, help community groups access funding, ensure regulatory compliance, and assist in project monitoring and evaluation.
The climate adaptation project plan outlines the Climate Adaptation Strategy for Pembrokeshire for 2022 –2027.
The Local Development Plan identifies places where new developments such as housing, employment, retail, visitor accommodation, community facilities and transport infrastructure could go and sets out measures to protect communities and the environment
The Mid and West Wales Fire and Rescue Service
The Mid and West Wales Fire and Rescue Service is responsible for emergency response cover for Mid and West Wales.
As the climate warms, there are increased risks from fire and flooding. The MWWFR Service have developed a community risk management plan to 2040 that highlights how they intend to minimise and respond to the increased risks, threats and challenges facing communities
NHS Wales
Health and care services across Wales are directly impacted by climate change, influencing both public health outcomes and the capacity of the NHS to deliver effective care. NHS Wales, including Hywel Dda University Health Board, is actively addressing these challenges.
Green Health Wales provides a wealth of resources, including reports, information, podcasts, and tools, all focused on the intersection of climate change, nature, and health and wellbeing in Wales.
The Met Office
The Met Office is a leading climate science organisation that provides evidence-based information on climate change and aims to counter misinformation.
Their climate change adaptation webpage provides information on climate change, climate adaptation and signposts to climate adaptation resources.
The local authority climate explorer allows you to view projected climate changes in your county via simple graphs or through generating a detailed climate report.

The Crown Estate
The Crown Estate states it’s aim ‘to be a leader in supporting the UK towards a net zero carbon and energy-secure future, creating inclusive communities and through our activities supporting economic growth and productivity and taking a leading role in stewarding the UK’s natural environment and biodiversity.
The Crown Estate owns the seabed from Mean low water out to 12 nautical miles – and so climate adaptation planning often involves them as key stakeholders.

The National Trust
The National Trust are taking steps to tackle the causes and effects of climate change whilst identifying future risks. As part of this work, they’re also creating Coastal Adaptation Strategies for 30 coastal hotspots in Wales.
Their report ‘A Climate for Change: Adaptation and the National Trust’ outlines the organisations next steps in adapting to climate change, building on past experience to protect natural and historic sites, while testing new approaches to address future challenges.
Climate Outreach
They are a charity focussed on public engagement with climate change.
Britain Talks Climate Wales insights explores how people in Wales think and feel about climate change and climate policy. The report guides decision-makers of National Adaptation Plans (NAPs) in developing countries on effective public engagement on climate change adaptation, providing strategies, case studies, and recommendations.
PLANED
Planed supports communities by uniting local groups, organisations, and sectors to develop projects that deliver lasting environmental, social, and economic benefits for Pembrokeshire, Ceredigion, and Carmarthenshire.
They work with communities to develop Action Plans that outline local needs, opportunities, desired changes, and identify potential support for implementation.

Transition Bro Gwaun is a community organisation that creates, develops and supports community-based projects and is a part of the transition movement. The transition movement is about communities taking practical action to address the challenges they face.
Dŵr Cymru
Dwr Cymru is the only not-for-profit water company in the UK. They provide water and wastewater services to households and businesses across most of Wales and parts of England, focusing on sustainable water management and environmental protection.
West Wales Biodiversity Partnership
The Wales Biodiversity Partnership (WBP) unites key stakeholders from the public, private, and voluntary sectors to support and track biodiversity initiatives in Wales, providing leadership and expert guidance on setting priorities.
WBP provides advice and expertise to ensure community-led climate adaptation projects protect biodiversity and align with national goals, enhancing their sustainability and impact.

Climate Cymru
Climate Cymru is a growing movement of organizations, individuals, and community groups across Wales working towards a net-zero, nature-positive, and climate-just future.
Guided by the Wellbeing of Future Generations Act, Climate Cymru promotes urgent, fair, and science-based climate action that prioritizes diverse voices and the most vulnerable, supported by an advisory group, partners, and volunteers committed to inclusive decision-making.
EcoDewi
EcoDewi tackles the climate emergency and biodiversity crisis on the St Davids Peninsula by empowering residents to improve their local environment and community well-being.
The initiative includes various activities to enhance the natural environment and support the community, such as beach clean-ups, wildlife conservation, community food growing, and sustainable energy projects.
Keep Wales Tidy
Keep Wales Tidy offers practical action, environmental education, training, business services, and sustainable solutions across Wales, along with resources for community groups caring for their local environment.
Friends of the Earth Cymru

Race Council Cymru
Race Council Cymru is a group formed by ethnic minority grassroots communities in Wales, uniting key organisations to combat racial prejudice, discrimination, harassment, victimisation, and violence.

UK Green Building Council
The UK Green Building Council (UKGBC) focuses on helping the built environment adapt to climate change by promoting resilience and sustainability.
They guide the building sector in preparing for extreme weather events, such as floods and heatwaves, to ensure homes and workplaces can withstand changing climate conditions.
WWF
WWF (World Wide Fund for Nature) is a global conservation organization focused on protecting natural resources and biodiversity while promoting sustainable practices for a healthy future for both nature and people.
WWF promotes climate adaptation strategies that benefit people and nature, providing educational resources to help professionals implement resilience and disaster risk reduction. Their website features interactive courses, learning materials, and publications.
Egin
Egin support community groups in taking climate action. Their focus is on communities who will be most impacted by climate change; ethnic minority communities, those with health issues and poor coastal and rural communities.

Co-production Network for Wales are an organisation who facilitates a community of people who believe in the value of co-production and citizen involvement.
DTA Wales
The Development Trusts Association Wales is an independent and not-for-profit membership organisation established in 2003 to support community-led social enterprises, groups and businesses across Wales.
