A new toolkit designed to help communities engage with marine renewable energy has officially launched at the Senedd in Cardiff. Developed by Pembrokeshire Coastal Forum (PCF) as part of the Marine Energy Engagement Plan (MEEP), the Communications Toolkit provides trusted resources to support open conversations between communities, developers, and decision-makers.
The launch took place at Y Farchnad in the Senedd, drawing interest from Members of the Senedd (MSs), community representatives, and industry leaders. Sponsored by Sam Kurtz MS (Conservative, Carmarthen West and South Pembrokeshire), the event welcomed key figures, including First Minister Eluned Morgan, Joyce Watson MS (Labour, Mid and West Wales), and Cefin Campbell MS (Plaid Cymru, Mid and West Wales).
Why This Matters
With the Celtic Sea poised to become a global hub for floating offshore wind, Wales is at the forefront of a transformative shift in renewable energy. Ensuring that local communities are informed and involved is crucial for a fair and sustainable transition. The MEEP Communications Toolkit helps communities navigate this evolving landscape by offering clear information, practical resources, and guidance on how to participate in decision-making.
Holly Skyrme, Project Lead for MEEP, highlighted the importance of the toolkit:
“This toolkit is a vital step in ensuring communities play a role in marine renewable energy developments. We encourage developers, community leaders, and educators to use these resources to create clearer, more open conversations about the future of marine energy in Wales.”

What’s Inside the Toolkit?
The Communications Toolkit includes a range of free, accessible resources designed to support community engagement:
- How-to Video – A guided introduction to help users navigate the toolkit.
- Free Digital & Print Resources – Materials designed to inform and educate communities.
- Comprehensive FAQs – Answers to common questions about marine renewable energy.
- Ongoing Feedback Mechanism – An evolving resource, co-produced with communities to remain relevant and up to date.
One early user of the toolkit shared their experience:
“The toolkit serves as a valuable starting point, offering clear divisions and practical pathways for further exploration. It effectively introduces marine renewable energy to those with little prior knowledge and provides materials useful for educators, councillors, and community members alike.”
MEEP’s Impact So Far
Since its launch, MEEP has been making waves in community engagement:
- Hosted 28 community events, fostering discussions between communities, policymakers, and industry.
- Reached over 65,000 individuals through targeted social media campaigns.
- Established the Social Value Alliance to ensure coastal communities benefit directly from the energy transition.
- Increased public understanding of marine renewable energy, with 85% of participants reporting greater knowledge after engaging with MEEP.
Who Should Use the Toolkit?
The toolkit is designed for a wide range of users, including:
- Tidal, wave, and offshore wind developers
- Local councils and policymakers
- Non-profits and community groups
- Educators and academic institutions
